Meeting Minutes

Present: Jerry Johnson, Linda Lade, Craig Froke, Debra Japp, Joan Costello, Scott Wroble, Larry Oveson, Greg Mulcahy, Jean Evens, Betsy Ingram-Diver

 1. Welcome and introductions

Craig Froke welcomed all attendees and introductions were made. 

 2. Foreign Languages Recommendation

Craig Froke gave a brief history and rationale as to why foreign languages were excluded from the MnTC.  He commented that the exclusion was primarily driven by the University of Minnesota.  Linda Lade distributed a copy of “Recommendations for Inclusion of Foreign Languages within the Minnesota Transfer Curriculum” dated 02/28/02.  Copies of the following were also distributed:  “E-Mail Responses to the Recommendations for Inclusion of Foreign  Languages in the Minnesota Transfer Curriculum” dated 03/01/02, “Guide for the Review and Design of a Minnesota General Education Transfer Curriculum” date unknown, and email messages from several community college representatives.  

After discussion of the above items it was the consensus of those present that the following MnSCU foreign language guideline be established: First and second year world language courses that meet the goals and student competencies may be included in the MnTC, and would most likely be placed in MnTC Goal 6 The Humanities and Fine Arts and MnTC Goal 8 Global Perspective.  Linda Lade will make appropriate changes to the Recommendations document and Jerry Johnson will make changes to the Guide.  These two revised documents will be distributed to the Oversight Committee for their review and comments.

Larry Oveson provided a copy of an email from Ron Dreyer to Jim Kehoe and several other documents.  He expressed his concern about the email content which does not appear to stress goal completion of the MnTC in AS Degree programs.  He requested that a communication be sent from Linda Baer’s office stressing goal completion.  (Note, a draft copy of this communication should be shared with Larry Oveson’s office for his review and comment.)  Craig Froke shared a communication from one of the community and technical colleges that appears to be problematic in its interpretation of MnSCU General Education/MnTC communications.

Jerry Johnson and Craig Froke will contact Linda Baer and discuss sending out a MnSCU communication stressing goal completion, especially as it relates to AS Degrees.   The communication should reflect the Oversight Committee’s perspective of highly valuing goal completion of the MnTC, especially in the context of stressing student needs and establishingtransfer friendly curriculum.

3. Technical College Course Review

Jerry Johnson distributed information on the results of the November 16, 2001 technical course review.  He also explained the process that will be used to complete the April 12, 2002 technical college course review.  Courses will be posted on the “Minnesota Technical College MnTC Course Review” web site.

4. Faculty Discipline Conference

Jerry Johnson provided information on the forthcoming faculty discipline conference that will be held on April 19 at Craguns.  He reported that the faculty leadership has been very helpful in organizing this conference and it appears there will be good attendance.

5. Student Transfer Data

Craig Froke provided FY00 transfer data information and charts. In summary, 19,906 students transferred to MnSCU colleges and universities in FY00.  19.8% of all new students in FY00 were transfer students.

6. Implementation of the MnTC

Linda Lade provided a copy of “Summary of Course Placement Anomalies in the MnTC Among Two Year Colleges” dated 03/01/02.  It is the consensus of the membership that the Oversight Committee needs, in the future, to discuss the definition of general education, MnSCU general education and transfer policy, and MnTC exclusion guidelines. 

7. Goal and Transfer Area

Larry Oveson indicated that this topic had been addressed while the membership was discussing the foreign language recommendation.

8. Process Items

Craig Froke asked the membership about committee chair designation.  The consensus is that the Office of the Chancellor should facilitate the Oversight Committee meetings.  Member attendance was discussed and issues such as member absence will be referred to and handled by the MSCF and IFO leadership.  It was noted that the Office of the Chancellor should request an RSVP when sending out Oversight Committee meeting notices.

9. Other issues

No further specific issues were identified.  However, the importance of identifying issues and providing adequate time for faculty review and comment was discussed.

10. Set next meeting date and agenda

The next meeting will be scheduled as needed.
