TRANSFER INFORMATION - Procedures and Guidelines
Minnesota's public higher education systems - the Minnesota State Colleges and Universities and the University of Minnesota - through the Minnesota Standards and Procedures for Transfer (March 5, 1992) accept responsibility for making transfer a simpler, more predictable process for students. Colleges and universities will offer to all undergraduate students:

bullet  Understandable Transfer Process

bullet  Right of Appeal

To colleges and universities, the 'Standards and Procedures for Transfer' also offer the beginnings of improved communication and the collection of data necessary for tracking the progress of transfer students.
 Transfer-Friendly Campus
The following practices make up the recommended standards for the transfer-friendly college or university:

bullet Participation in the Transfer Specialist's Network

bullet Common transfer information module in college/university catalog. Other transfer information readily available to students

bullet Transfer policies available in clear language understandable to students

bullet Model course transfer review process based on national guidelines

bullet A common student transfer credit notification and appeals procedure that is publicized and is used. This would include a commitment to send letters to transfer students informing them of results of their credit review, the steps in the appeals process, and the basis on which appeals might be made

bullet Information sessions at two-year sending institutions for all potential transfer students and orientation/information sessions at receiving institutions for actual transfer students

bullet Common use of transcript data elements recommended by AACRAO and transcript formatting techniques that improve readability

bullet Common data elements requested on application forms to support tracking the progress of students

bullet Common standards in granting credit for AP (Advanced Placement, IB (International Baccalaureate, and CLEP (College Level Examination Program)
